Article 1 The workstation accepts the unified leadership of the Ministry of Personnel, the National Postdoctoral Management Committee and the Personnel Department of Henan Province, and cooperates with the relevant postdoctoral research mobile stations (hereinafter referred to as mobile stations) to complete the recruitment and training of postdoctoral fellows.
Article 2 Organization and Responsibilities
1. The company has set up a post-doctoral work leading group. The main responsibilities of the leading group are to formulate overall plans and policies for recruiting and cultivating post-doctoral fellows in accordance with relevant national policies and regulations and the company's strategic development plan, and to approve the recruitment of post-doctoral candidates, research topics, funds, etc. Major issues, supervise and inspect the operation of the workstation, and listen to the annual work report of the workstation. The leading group has a postdoctoral workstation office (under the human resources department, hereinafter referred to as "workstation office"), which is responsible for the specific affairs and daily administrative management of the workstation.
2. The quality department of the company is responsible for proposing post-doctoral research topics; responsible for the management of post-doctoral research funds; responsible for post-doctoral research coordination and identification, declaration and management of scientific research results; responsible for the declaration of post-doctoral science funds; business review.
3. The business department is responsible for the application for the establishment of the workstation; handles the application procedures for the entry and exit of postdoctoral fellows; is responsible for assisting the mobile station of joint training of postdoctoral fellows to handle the professional and technical qualification evaluation of postdoctoral fellows in the station; responsible for approving postdoctoral wages, subsidies, benefits, etc.
4. The Finance Department is responsible for the independent accounting and management of postdoctoral daily funds and scientific research funds.
5. The business department is responsible for the logistics support such as housing and other postdoctoral work during the postdoctoral period, as well as the sorting and filing of scientific and technological achievements and other materials that need to be archived during the postdoctoral work in the station. Provide active cooperation and support in terms of human and material resources, and be responsible for the arrangement and management of post-doctoral daily life.
Article 3 The major issues related to the workstation are decided by convening a meeting of the work leading group.
Article 4 Recruited majors and number of people
According to the needs, the company's post-doctoral research fields include: research and development of sealants for building curtain walls, roads and bridges, airport construction, automobile manufacturing, solar photovoltaic, LED, subway, high-speed rail, military and other fields. The specific number of people in the station depends on the company's scientific research and development needs.
Article 5 Recruitment objects
1. Anyone who has recently obtained a doctoral degree at home and abroad, has not yet formally arranged a fixed work unit or has not reported to the work unit, is excellent in character and study, is in good health, and is under the age of 40 can apply to our company for postdoctoral research at the workstation personnel.
2. Incumbents are not allowed to engage in post-doctoral research work part-time.
Article 6 Postdoctoral Application Procedures and Materials
Doctors who meet the admission requirements should submit the following materials at the same time when applying:
A. The relevant materials to be provided by domestic doctoral students include:
1). "Postdoctoral Application Form"
2). A copy of the doctoral degree certificate, or the doctoral dissertation defense resolution issued by the degree office
3). Two recommendation letters written by the doctoral supervisor in the subject area
4). Post-doctoral entry review form
5). Physical examination form for postdoctoral fellows (If you are found to have serious diseases such as mental illness, epilepsy, malignant tumors, etc., and are not suitable for scientific research, you will not be declared)
6). The married person provides a copy of the "marriage certificate"
7). Copy of ID card
8). Copies of the applicant's resume, business expertise, scientific research achievements (such as papers, monographs, scientific research achievements appraisal, award certificates, etc.)
B. Doctors studying abroad should send the following materials:
1). "Recommendation Form of the Education Office (Group) of the Embassy of the People's Republic of China abroad";
2). Relevant academic certificates, foreign academic degree certifications, and household registration certificates;
3). Recommendation letters from two doctoral supervisors or research project leaders (one of them should be from abroad);
4). Other materials: the same as those submitted by domestic doctors.
Article 7 Postdoctoral Projects
The subject is proposed and approved by the company's technical department, and the subject is managed by the workstation, incorporated into the scientific research and development plan of the company's R&D center, and reported to the relevant department for the record. It can only be approved by the workstation management committee.
Article 8 Entry Procedures
1. Postdoctoral fellows who enter the station are recruited jointly by the workstation and the mobile station. The two sides organize experts to conduct qualification examinations on them. According to the principle of "ensure quality, select the best for employment", the applicants' political ideology, scientific research ability, and academic level will be assessed. Fill in the review opinions on the "Review Opinion Form for Enterprise Postdoctoral Researchers" and submit it to the leading group for approval.
2. The workstation selects the best candidates from the doctoral students recommended by the mobile station according to the scientific research subject determined by the company. After the two parties confirm the acceptance of the opinions, the doctoral student applies to the workstation to conduct research on the subject.
3. After the final acceptance of opinions is confirmed, in order to ensure the smooth progress of postdoctoral training, the company and the affiliated units of the relevant mobile stations sign the "Joint Training Enterprise Postdoctoral Researcher Agreement" to clarify the rights and obligations of both parties. The Expert Office of the Personnel Department of Henan Province and the Bureau of Personnel Management will be filed for the record.
4. The mobile station will send post-doctoral tutors of relevant majors, and the company will send relevant technical instructors to form a post-doctoral research project team. Both parties are equipped with necessary technical personnel to assist and participate in the research.
5. After the postdoctoral research, the feasibility research report of the scientific research project can be completed within three months at most, including: detailed scientific research objectives, progress and stage plans, funding plans, personnel plans, equipment requirements, etc., submitted to the workstation, through After the review and confirmation by the technical department, the project is formally established. After the project is approved, the workstation will issue a task statement to the postdoctoral fellow, and the workstation, the mobile station and the postdoctoral fellow will sign the Postdoctoral Research Work Agreement to clarify the rights and obligations of all parties.
6. The materials that need to be submitted to the mobile station include the "Enterprise Postdoctoral Researcher Review Opinion Form", "Enterprise Postdoctoral Research Project Form", and "Joint Training Enterprise Postdoctoral Researcher Agreement".
Article 9 During the station
The postdoctoral period in the station is generally two years, mainly working in the workstation, and working in the mobile station for no more than three months (depending on the specific personnel situation). Experts from both parties confirmed that, with the consent of the workstation and the rover, it can be extended appropriately, and the extension generally cannot exceed one year.
Article 10 If a postdoctoral fellow is unsuitable or unable to continue his research work due to illness during his stay in the station, the station will apply for approval from the Human Resources Department and Bo Management Committee, persuade him to leave the station, and terminate his related contract.
Article 11 In order to ensure the smooth progress of the project, postdoctoral fellows cannot apply for further study abroad unless they are assigned during their stay in the station.
If the postdoctoral fellow really needs to go abroad to participate in international academic conferences or academic exchange activities, or to engage in work directly related to the project, he or she may go through the procedures for going abroad after reporting to the workstation leading group for approval. If you do not return within the time limit, you will be dealt with automatically leaving the station and reported to the higher authorities.
Article 12 Evaluation of professional titles
The workstation and mobile station shall, in accordance with the relevant national regulations, report to the relevant institutions to evaluate the professional and technical title qualifications of the postdoctoral fellows in the station based on the scientific research ability, academic level and scientific research achievements of the postdoctoral fellows.
Article 13 Evaluation and Sharing of Results
The workstation proposes topics, research projects, and provides research project funds and daily funds. If postdoctoral personnel mainly complete their research work at the workstation, their results will be owned by the company in accordance with relevant national regulations. If the research project is jointly completed by the workstation and the rover, or the rover has staged results transfer, the research results should belong to the workstation or the rover, and both parties should sign an agreement to deal with the attribution of results. Postdoctoral research results, without the approval of the company, are not allowed to publish relevant papers or conduct relevant academic exchange activities.
Article 14 Assessment
During the postdoctoral period in the station, the workstation or the mobile station jointly conducts stage assessments, generally once every six months, and serves as the main basis for awards.
1. The post-doctoral assessment team of the workstation is composed of experts from the company's scientific research and technology department and the mobile station. Postdoctoral fellows should complete the research topics stipulated in the scientific research work agreement signed with the workstation when they enter the station.
2. Postdoctoral fellows must fill in the opening report within one month of entering the station. The opening report should generally outline the basic plan of the postdoctoral researcher's scientific research during the station, including scientific research topics, basic ideas, expected results and feasibility. The cooperative tutor is responsible for reviewing and commenting, and submits the opinions on the proposal report to the workstation office.
3. After a postdoctoral fellow has been in the station for one year, the postdoctoral assessment team of the station shall conduct a mid-term assessment of the postdoctoral work. Postdoctoral fellows should fill in the "Interim Assessment Form" and report to the assessment team the progress of their research work and their plans for the next step. The assessment team evaluates the research work of the postdoctoral staff in the previous stage and their comprehensive performance in other aspects, and provides guidance for the postdoctoral research work in the next step. The assessment is divided into qualified and unqualified. After the mid-term assessment, the "Interim Assessment Form" shall be reported to the workstation office.
4. Outbound assessment
1) Postdoctoral fellows must complete the research topics determined when entering the station one month before leaving the station, submit the "Research Work Report", and fill in the "Postdoctoral Work Expiry Registration Form" and "Postdoctoral Work Expiration Work Assessment Form".
2). The assessment team will review the post-doctoral outbound report, make a comprehensive evaluation of the post-doctoral professionalism, scientific research ability, and completion of scientific research work during the post-doctoral period, and check whether the results meet the scientific research work agreement signed when the post-doctor entered the station. book requirements. \
3) In the outbound assessment, in addition to the members of the assessment team, cooperative researchers, the person in charge of the workstation office or relevant scientific researchers can also be invited to participate. Participants can ask questions and make comments on their own.
4). The evaluation results are divided into excellent, good, qualified, and unqualified. Only those with excellent evaluation results can participate in the qualification evaluation of higher-level professional and technical positions.
5. During the period of postdoctoral work in the station, if any of the following situations occurs, the station shall terminate the work and be withdrawn from the station.
1). Failing to complete the prescribed tasks and failing the mid-term assessment;
2). Those who have been subject to the above administrative sanctions recorded by the establishment unit;
3) Unexcused absence from work for 15 consecutive days or a total of 30 days of absence in one year;
4) It is difficult to complete scientific research projects with continuous sick leave for more than 3 months;
5). Those who do not return for more than 1 month after going abroad to attend academic conferences;
6). There are fraudulent acts such as forging and issuing false certificates;
7) Those who work at the station have expired, but remain in the station without going through the formalities without consent;
8). Those who fail the outbound assessment.
All postdoctoral fellows who are withdrawing from the station must repay the daily expenses, wages and benefits that have been used, and make financial compensation according to the specific situation.
Article 15 Rewards and Punishments
1. In order to encourage postdoctoral fellows to produce more and early results during their postdoctoral research work, on the basis of assessment, postdoctoral fellows with outstanding performance will be commended and rewarded. The specific reward method will be determined by the postdoctoral work leading group.
2. Postdoctoral fellows should strictly abide by the company's rules and regulations during their stay in the station. For all behaviors that violate the regulations of the workstation, they will be punished, punished, placed on probation, expelled from the station, etc. The final decision of the punishment will be decided by the workstation leadership group , during the period, you can refer to the relevant opinions of the rover.
3. Rewards will be given to postdoctoral fellows who have creative achievements, major technological innovations or solved key technical problems in scientific research, and have significant economic and social benefits. The specific reward method will be decided by the postdoctoral work leading group.
4. In recommending and awarding awards, it should be realistic, serious and serious. For those who engage in fraud and fraud, the parties will be dealt with seriously according to the seriousness of the circumstances, the rewards will be revoked, the bonuses awarded will be returned, and corresponding punishment will be made according to the seriousness of the circumstances.
5. For postdoctoral fellows who leak secrets or steal company technology for profit during their stay in the station, or take advantage of working time, use workstation or mobile station equipment and resources, and engage in work unrelated to the postdoctoral research project of the workstation, criticize according to the severity of the situation until they are expelled from the station. If any losses are caused, the parties will be held accountable according to the corresponding laws of the state.
6. If the postdoctoral fellow leaves the station for any reason, the company will terminate all arrangements and benefits enjoyed by the postdoctoral fellow, family members and children; for those who violate the relevant regulations of the workstation or mobile station, it will be determined according to the specific situation and according to the relevant systems and regulations. , and impose corresponding penalties.
Article 16 Funds and Management, Living Welfare
Postdoctoral funding is divided into two parts: daily funding and scientific research funding:
1. Daily funds and management Daily funds are jointly managed by the workstation and the mobile station
According to the regulations that enterprises should provide daily postdoctoral funds not less than the state stipulated (currently the national standard is 20,000 yuan/year), it is mainly used to pay postdoctoral wages, allowances and the administrative management and expert guidance costs of the mobile station stipulated by the state. In principle, postdoctoral fellows should be treated the same as the technical personnel in the same position and the same position in the unit. The salary and treatment depends on the specific situation of the specific doctor. The expenses of the mobile station experts are clearly stipulated in the "Joint Training Postdoctoral Researcher Agreement", such as postdoctoral research work. If it needs to be extended, the workstation will continue to provide corresponding daily funds.
2. Research funding
1). The scientific research funds are managed by the workstation, and the scientific research funds required by postdoctoral fellows are unified into the scientific research and development funds management of the Postdoctoral Work Office.
2). The project budget of each postdoctoral project (including the expenses incurred by the postdoctoral fellow during the mobile station or workstation) should be put forward in the feasibility report, and the expenses should be set up in a special bill with clear accounts.
3). If the project is jointly completed with the rover or the results of the rover stage are transferred, the workstation shall bear the expenses and future expenses, which should be specified in the technical cooperation agreement.
Article 17 Doctoral graduates enter the company to do post-doctoral research work. The workstation provides better living conditions for the doctors in the station, and provides a set of post-doctoral housing. After the post-doctor leaves the station, they need to hand over the housing at the same time. If housing is not provided, they should be given Certain housing allowances, equivalent to doctoral graduates.
1. The company provides living housing with two bedrooms and one living room in the urban area for postdoctoral fellows with spouses, and a standard living housing for single postdoctoral fellows.
2. Each house is equipped with basic living facilities, as well as a refrigerator, a TV, a washing machine and a microwave oven, and each room is equipped with a wall-mounted air conditioner.
3. Postdoctoral fellows in the station should take care of public facilities and equipment. If there is any damage, the postdoctoral fellow is responsible for repairing or resetting.
Article 18 Post-doctoral departure and work assignment
At the end of the postdoctoral research work at the station, work reports, papers, writings and scientific research results should be submitted. In the future, the business development direction and application opinions, and the results will be reviewed and assessed. At the same time, according to the state regulations, enterprises should fill in the "Opinion Form for the Expiration of Enterprise Postdoctoral Researchers" and report it to the Bo Management Committee of the Personnel Department.
Assignments
1. The postdoctoral work after leaving the station implements two-way selection and chooses career independently. After the postdoctoral period expires, the postdoctoral fellow will be assigned work after two-way selection. Those who are willing to work in the company will formally transfer to the company after going through the exit procedures. If they work in other units, they will go through the corresponding exit procedures.
2. Submit the "Exit Report", fill in the "Postdoctoral Researcher Work Expiry Registration Form", and submit it to the Provincial Doctoral Management Office for approval, and then go through the exit procedures.
3. Postdoctoral fellows who contact to work in other units must obtain a letter of approval from the personnel department of the receiving unit and submit it to the Provincial Department of Ph.D. Management for approval.
4. Postdoctoral fellows who stay and work in Henan Province should report to the hiring unit with the "Introduction Letter for Postdoctoral Researcher Assignment" issued by the Personnel Department of Henan Province;
5. When the post-doctoral work expires, they must go through the departure procedures at the workstation office with the "Departure Handover Checklist" that has been completed, receive a letter of introduction for the assignment, and report to the employing unit.
Article 19 Postdoctoral household registration and accompanying relocation of spouse and children
During the postdoctoral period in the station, the household registration of the person and the household registration of his spouse and children shall be negotiated by the workstation or mobile station, and they shall be located at the location of the workstation or mobile station. For the work of the spouse, the workstation of our company will not be arranged, and the post-doctoral spouse will be given a certain living allowance according to national regulations.
